Chapter 22 The Ordeal of Reconstruction


The Problems of Peace
-Southerners remained defiant although crops and farms were destroyed
-The slaves were free
-Cities were bombed out


Freedmen Define Freedom
-After Civil War some stayed loyal to their owners while
-Others pillaged their own land and whipped their owners
-Blacks still faced severe discrimination


The Freedman's Bureau
-Freedman's Bureau was set up on March 3, 1865 to train the unskilled and illerate freed blacks
-Taught 200,000 blacks how to read
-Expired in 1872 after criticism form racist whites


Johnson: The Tailor President
-Ander Johnson came from a poor beginning and erved in Congress for many years
-Never earned the trust of the North and never regained the confidence of the South


Presidential Reconstruction
-Southern states could be reintergrated into the Union if and when they has 10% of its votes pledge oath to the Union and acknowledge the emancipation of slaves=Ten Percent Plan
-Wade-Davis Bill required 50% of the states' voters to take oaths of allegiance and demanded stronger safeguards for emancipation=vetoed by Lincoln


The Baleful Black Codes
-Black coes were laws aimed at keeping the balck population in submission


Congressional Reconstruction
-Republicans passed legislation that favored the North such as the Morril Tariff, The Pacific Act, and the Homestead Act
-Blacks now counted as a whole person instead of the 3/5 of the population
Union was restored on Dec 6, 1865


Johnson Clashes with Congress
-Johnson vetoed the Civil Rights Bill
-Republicans wough to instill the same ideas as the Civil Rights Bill with the 14th Amendment


Republican Principles and Programs
-Charles Sumner was the radical leader of Senate
-Thaddeus Stevens was the radical leader of the House


Reconstruction by Sword
-14th Amendment make all blacks citizems
-Passed by Congress in 1869 the 15th Amendment gave blackes the right to vote


No Women Voters
-Elizabeth Cady Stanton and Susan B. Anthony campaigned against the 14th and 15th Amendment for specific resons


The Realities of Radical Reconstruction in the South
-Black men began to hold politcal like Hiram Revels and Blanche K Bruce


The Ku Klux Klan
-Founded in Tennessee in 1866
-it was an organization that scared blacks into not voting or seeking jobs
-Invisible Empire of the South


Johnson Walks the Impeachment Plank
-Congress passed the Tenure of Office Act in 1867
-"high crimes and misdemeanors"


A Not-Guilty Verdict for Johnson
-Johnson was acquitted of all charges by a single vote


The Purchase of Alaska
-Sec. of State WIlliam H. Seward bought Alaska form Russia in 1867 fir $7.2 million


The Heritage of Reconstruction
-Reconstruction was regarded by many Southerners as worse thann the war itself
